Questionnaires shown in process portal

In the process portal, the various titles of object questionnaires are displayed, even if nothing has been entered. This is very disruptive to the presentation of data. Desired solution: do not show if no data has been entered in the questionnaire.

  This improvement was released in the latest Fraser.2 release.
